The U.S Department of Transportation’s (DOT)
Disadvantaged Business Enterprise (DBE) Program and
SolTrans’ Triennial DBE Goal Setting Process

DBE programs are designed to provide a fair opportunity for small businesses owned by socially and economically disadvantaged individuals to compete for federally funded contracts.
Over the next three years (October 1, 2019 – September 30, 2022), businesses will have the opportunity to compete for projects funded with the $2.77 million in available federal funds. SolTrans is proposing to award at least 2% of those funds to DBEs. To compete as a DBE, you must be certified as a DBE by a California certifying agency.
The DBE public notice is posted on the SolTrans website. The proposed goal and the goal development document (“SolTrans-DBE-Goal-Document-FFY-2020-2022 [download button]”) are all located on the vendor procurement page which is: https://soltrans.org/more/resources/doing-business-with-soltrans/ (scroll down to middle of page)
SolTrans is seeking public comment on the goal development process and the proposed goal. Public comment closes on August 31, 2019 while written comments will be accepted until September 15, 2019.
